OLCC Report Highlights High THC Levels in Hemp

The Oregon Liquor and Cannabis Commission (OLCC) has released a preliminary report highlighting major compliance issues in the state’s hemp market. The investigation, conducted with the Oregon Department of Agriculture (ODA) and the Oregon Health Authority (OHA), found that many hemp products exceed legal THC limits, lack proper labeling, and are sold without sufficient age verification—posing potential risks to consumers, especially minors.


Key Findings from the OLCC Report:

  • Excessive THC Levels: All tested hemp flower samples exceeded the legal limit of 0.3% total THC, with some containing as much as 30.5%—levels comparable to marijuana.

  • Lack of Age Verification: Over 90% of online hemp edible purchases and 87% of hemp flower transactions were completed without verifying the buyer’s age.

  • Misleading Labeling: Only 10% of hemp edibles had clear potency labels linked to verified test results, making it difficult for consumers to understand what they are purchasing.

  • Packaging Concerns: 72% of tested hemp edibles contained illegal THC levels, and many were marketed in ways appealing to children.


What This Means for the Industry

In response to growing concerns, the Oregon Legislature passed new regulations in 2024 to increase oversight. Starting in January 2026, OLCC will implement the Hemp Product Registry will requiring stricter compliance with:

Accurate labeling to provide transparency on THC content.

Mandatory product testing with verifiable certificates of analysis.

Enforcement measures to impose penalties on companies failing to meet registration requirements.
