The Oregon Department of Agriculture (ODA) opened a public comment period on proposed rules discussed by the March 2024 RAC that update licensing and testing requirements for the hemp program. Public Hearing Scheduled for April 24th, 2024.
Filed March 27th, ODA released a notice of proposed rulemaking to update rules for Oregon's hemp program, which aim to provide clarity on existing regulations, introduce a hemp vendor license, and offer greater flexibility for individuals who miss the grower license application deadline. The summary of the proposed rule changes is as follows:
New annual vendor license for storage, transfer, or sale of hemp and hemp items
Updates to grower license application timelines
Resampling and retesting requirements for failed pre-harvest tests
New fees
