Hemp Vendor License Inspections Underway!

The Oregon Department of Agriculture (ODA) Hemp Program Manager has announced that ODA is beginning to conduct compliance checks and inspections to verify that any hemp retailers or wholesalers storing, transferring, or selling industrial hemp or hemp items to another person holds an active Hemp Vendor License.


This new vendor license requirement went into effect July 1, 2024. Vendor Licenses are effective from the date of issuance and expire annually on June 30. Separate vendor licenses are required for each vendor site.


The ODA Hemp Vendor License applies to sellers and wholesalers both in-state AND out-of-state, as well as to online retailers who sell into or out of Oregon!


Vendor Licenses are NOT required if:

(a) you only facilitate the sale or transfer by connecting buyers and sellers and do not store industrial hemp or hemp items at any time.

(b) you hold a valid nd active grower, handler, or agricultural hemp seed producer license AND you first notify the Department of the location where the industrial hemp or hemp items are stored, transferred, or sold

(c) the vendor site is licensed by OLCC under ORS 475C.065, 475C.085, 475C.093, or 475C.097, OR

(d) if you only transport industrial hemp or hemp items and do not store the industrial hemp or hemp items at any time other than as necessary for transportation or delivery.

Note: Each unlicensed vendor site identified by ODA is a separate violation!



License Details:

  • Cost: $100 annually

  • Validity Period: July 1 – June 30 each year
