At the October 17, 2024 Oregon Liquor and Cannabis Commission (OLCC) meeting, final action was taken by OLCC Commissioners to amend and adopt Oregon Administrative Rules implementing 2024 legislation and technical updates related to hemp.
These rules go into effect on October 22, 2024.
The Updated OLCC Hemp Implementation Rules:
Key proposed rules were adopted, including specific carveouts provided from the requirements for the sale of CBN products not intended for human inhalation through January 2, 2025 and updated product concentration limits.

Securing New Authority for Updated Hemp Rules in Oregon
These hemp implementation rules were drafted following new statutory authority secured with the passage of HB 4121 in 2024, an effort led by our sister Lobbying Firm Agricultural Hemp Solutions, and were guided by public comments.
